International Access Code dialed 2x..

We are having a problem when it comes to sending fax or calling to international country outside of north america.
We are dialing from Canada and we have to dial 2x the 011.
How can this be? Is there something in the PBX that require a programmation. It's been like this since a while now and I really do not know where to look in the command manual.

It is possibly a problem in your LCR but I would suggest that because this area can be so complicated, it may be best to call a tech in unless you are really ambitious and want to learn.
