Internal Network cannot Resolve to ISP DNS Server

We have our workstations, servers setup with our internal UNIX server as the first DNS server and our ISP's external DNS server as our second DNS server within Microsoft DNS Server Search Order.
NSlookup will only search our internal server and does not try to resolve to our ISP server.

The only way that your second DNS server will be queried will be if the primary DNS server (your UNIX DNS server) is offline, and not reachable by the Microsoft clients.
 
I had no idea that was how it worked! What possibilities could you recommend to work through this?

If your Unix server is online then there should be no need to query the ISP DNS server. Your DNS server should be able to forward requests to the ISP's server for recursive requests.
