Internal Modems freeze Win98SE

I have two internal modems (with only one installed at one time). When im offline Windows 98SE runs fine but sometimes when I'm online with either modem and various drivers Windows will freeze and I have to close EXPLORER (which shuts down the desktop and START menu) to continue. Any advice??? It does it with both modems and I've tried different drivers and driver settings... Also I get dissconnected sometimes which I am quite sure it's the modem/s.
