Internal modem rings, doesn't answer

I recently installed a USR internal PCI winmodem in our Windows 2000 server to use for a RAS (Remote Access Service) connection. We also have an external modem we use for the same purpose, which uses a different phone line. This internal modem will only connect when the Windows 2000 server is logged on. When it logs off it rings and never connects. Does anyone know how to get it to connect with the server logged off?
