Internal mail delivery delayed after pulled from ISP?

We have a global domain XXXXgbapc.com. The exchange was originally set to pull from the ISP every 4 hours while testing. The time was changed to pull all mail back
every 30 minutes, then it would be automatically distributed to receipent mailboxes.
After reveiwing headers I have eliminated outside sources as the issue. The mail is getting to our server, but only delivers selective messages immediately. The others still seem to be on this orginal 4 hour time table.
