Internal mail classified as SPAM

Are there any resources I can use to evaluate email formatting. Once a month my company sends out information to our customers notify them of upcoming sales (bulk mail campaign). Prior to sending the campaign we send an internal campaign verify the process. Recently, outlook has been classifying the messages as junk mail and automatically dumping it into the junk mail folder.
The Process:
1. the bulk mail program which is on an internal server and uses it's own SMTP service sends a message to mforney@calicocorners.com
2. because mforney@calicocorners.com is an internal account on exchange server it does it my SPAM firewall, but it makes it past MS IMF and is sent to my mailbox.
3. Outlook for some reason thinks it's junkmail and moves it to the junk mail folder.

my CIO wants me contact Microsoft to find out if there are better methods for formatting our messages so that Outlook interprets them more efficiently.
