Internal - Internal emails using telnet

Does anyone know if it is possible to stop someone telnetting into an exchange server and sending an email from an internal to another internal user?

I don't know of any way, just wondered if anyone else did.

Forcing every person that sends an email to the domain to authenticate isn't an option either.
 
Turn off the telnet service on the server perhaps. Or do you need it for admin purposes??

Since you need SMTP it is possible to telnet to a server running this service. Have you considered limiting as to who can do this either through the SMTP settings or through firewall.
