Internal Hyperlink Shows "Outbind://blah blah" in title

I have a newsletter email i'm sending via MAPI/CDO using Access VBA.

I have internal hyperlinks to jump to different sections of the newsletter.

However when I hover over the hyperlink instead of it poping up the tool tip title text I programed it with it first puts...

OUTBIND://BLAH BLAH BLAH <---- this looks like 100 digits of possibly hex or something like that.

Any idea how I can get rid of this outbind rubbish. It's basically the URL of the email being read, but I don't want the URL shown in the tool tip only the title text.

It works fine if the email is viewed in a browser and shows only what i want.

In Outlook 2003 with all the updates installed it shows the outbind URL infront of the "Title" text.
