This used to work befor we lost all programming. I have a CCR tree built with options, when user presses 4 they forward to an internal extension, if that user is RNA or Busy it frw to another extension, we have 5 extension setup like this but it only goes to 3 the VM, I check all phones and none is forwarded or on dnd.
 
it sounds like you had a hunt group set up earlier. with the option 4 doing a transfer to the DN of the hunt group
and the hunt group being set up with the extensions that the number hunted around to in a sequential or rotary mode so that it would check the extensions individually until it found someone to present the call to. hunt groups do not follow the forwarding routine of the stations.

What system/sw level do you have?

Is the CCR still ringing the first extension?
 
Reason I ask- If you have pre- 6.0 sw, then you weren't using a hunt group. You probably had the phones forwarded to the next one in sequence under cfna.
 
could have done it all the way back to 4.1
