Internal and 911 only

I am trying to set up a station that only can dial internal and 911 calls only.
I played with the Class of Restrictions (COR) and I am able to block all out bound calls which is also not allowing 911 calls.
I know i am missing something simple here.
I have CM 6.3 and use ASA to configure.

My route pattern for 911 had FRL set to 0

What do your route patterns look like do you have one for 911 calls with frl 0?

I changed the FRL to 0 and changed the calling party rest to none and everything is good.
My FRL for 911 in the route pattern is 0 all my other route patterns FRL is 1 and 3.

nope.
As you can see in my route patterns, 911 has an FRL of 0 everything else has an FRL of 1 or 3.
I am letting the FRL handle the restrictions.
