Just a teaser.
I've just encountered his problem and for the life of me I can't isolate the cause. Two rtrs, one 3640 one 2600.Both are running 12.1(5)T.Both have VIC E1 controllers and WIC-1T's,They form a wan link - all the equipment has been proved sound - but traffic is sketchy at best, sometimes fine, sometimes non-existent.IP/IPX/VOIP are the protocols reliant on the link.Image is c3640/c26**-ds-mz-12.1_5T
Anybody able to help on this none-too-comprehensive detail?

If you have a high traffic without prioritization and
one set of applications fails routinely, or one set
of protocol dependent apps fails you'll know where
to start looking.
I've also seen problems like this where vlsm were in
use and ip rip I was being used,it's a braindead trick
but it happens.
Otherwise look for errors, log everything, and debug
your traffic: standard tshooting stuff.

Do a debug ip icmp on both routers to see in which direction the packet is dropped/misrouted. Instead of using HDLC encapsulation you may try PPP. It isn't as efficient but you can enable link quality monitoring which can tell you if the CLEC is responsible.
