Intermittent calling out issue "waiting for line" PRI T-1's

We have an IP Office 8.1 (81) with 6 PRI T-1's form XO Communications. On certain calls we get waiting for line. We are pretty sure the issue is with the carrier. In our trace we get a message back from the carrier unallocated (unassigned) number. But, they carrier says they are seeing national unknown, where they expect either national E.164 or unknown unknown. The T-1's are NI-2 B8ZS ESF. Provider is set to Local Teleco, and in the ARS there set as Dial3k1 We are sending 1+ac+number Is there someplace in IP Office to change that? So the carrier see's either National E.164 or Unknown Unknown?
 
UPDATE, I found that I can and added NI2_CALLED_PARTY_TYPE=UNKNOWN in No User. But we still get the intermittent waiting for call.
 
Are you getting any resource errors in SSA (stating that all lines were in use?) maybe it is a line issue.

have you isolated which pri is connected when you get the waiting for line message? also could possible be a bad pri card

We have seen it on all 6 PRI's. They are asking us to send E164, which means we need to put a 1 in the prefix of the line. So our sent number is 11 digits not just 10. But I don't think that will fix the issue. We can't changed that until tonight because it causes a reboot.
 
This doesn't make sense, with that logic all calls would give that error from the circuit provider, putting a 1 in the line prefix is more for returning calls from a phone call log. I bet this is a provider issue!
