Intermittent browsing problems

I have several PC’s (XP and 2000 mostly) that are having intermittent connection problems to the internet. I have applied all known patches and checked every setting I could find, nothing seems any different than a user that is working. Outages seem to go in a pattern, lasting about 5 to 10 minutes, no more than a ½ hour. Virus software finds nothing.

When this problem occurs, user A can’t brows, but user B can. They both use the same router. The router reports no excess traffic

Any ideas on what could be causing this.

Can user A ping the router when that occurs?

Yes, you can ping the router, but nothing past it. The ISP has turned off this option for now.

TRACERT times out
NETSTAT shows nothing
 
I would be very suspicious of the ethernet adapter in the problem machine.

Did you check for any power or sleep mode settings for the adapter?
Have you checked to see if a newer driver is available?
Have you tried a static IP for the problem machine?
Have you tried a fixed 100 mbs/Full Duplex setting rather than Auto?

Personally, I would swap out the NIC.
 
There doesn't seem to be any sleep modes for the NIC. When internet is unavailable, the user has all LAN recourses, I have not updated any firmware because other machines running the same NIC and version have no problem. We run static IP addressing. I didn't check the connection speeds of the NIC's, I didn't this this was a factor in this case.

I can change it to see if it works or not
