Interface to administer Octel 200

Is there an interface (web, etc) to administer Octel 200 apart from connecting with Procomm for example?

There is a PC program for the OCTEL 200/300 called OCTEL Mailbox Manager (OMM).
The OMM is not a web based program, but a more user friendly interface than PROCOMM or Hyperterminal.
It requires a license (FEATURE PACKAGES)in the OCTEL server (see @L F).
The OCTEL 200/300 should run the s/w level S.4.0.0-2 or higher.

And you can only administer mailboxes on the system and lists but nothing else.

The license SW-40003 enables the Octel Mailbox Manager PC program.
See @ L F on your OCEL 200/300.
This is a PC based - more user friendly program - to make adds/moves and changes to users and COS/INFO.
Normally Hyperterminal or Procomm is used to make the adds/moves and changes in the OCTEL 200/300, but this OMM "Octel Mailbox Manager" gives the user a graphic user interface instead of the more "flat" interface known form Hyperterminal.
