Interesting Ping problems on my LAN

I have 5 machines on my LAN in my apartment, IP addresses 192.168.1.100-192.168.1.104. My Linksys router is at IP 192.168.1.1. All of my machines are on the same workgroup, and all seem to access the WAN no problem, but here is the confusing part (for me anyway):

When trying to ping from 192.168.1.102, We can ping all other machines, but only by their IP not computer name.

From all other machines, we can ping with IP or computer name, except for when we try to ping 192.168.1.102 and we cannot ping him at all. However, going through "My Network Places" and viewing all workgroup computers, we can connect to his PC.

All machines are running WinXP.

To summarize the above, is there any insight into:
1) Why the machine can only ping IP's and not computer names.
2) Why, even though all other machines can connect to .102, they cannot ping it.

Look for a firewall on the problem machine. There is always the possibility that the native XP firewall (ICF) is enabled on the machine. Watch for "hidden" firewalls found in some antivirus software. PC-Illan is famous for this behavior.
 
Oops! I forgot to mention that. The problem machine does not have anti-virus or firewall software installed. I was also doing some forwarding from my router for some gaming purposes, but I have since defaulted back to its original, working settings to help narrow down the problems.

I retract my previous statement! :) Upon further inspection of the machine (services, registry) I found that something must have went wrong while uninstalling pc-illin. It is actually a friends machine, and he has did not realize it was still running in the background. Thank you bcastner, I am pinging to my hearts content now.

If you are using a Windows Based system, please ensure that the NetBeUI protocol is installed.
This will incorporate the Browser service and then the computer can ping by the name.
 
Netbui is not needed. Netbios over TCP/IP is fine.
 
Try using the command Ping -a 192.168.1.102
You should get the host name if you are not getting the host name then you need to add the address in DNS server.
Hope this resolves your query. No need to have Netbios TCP/IP will is fine.

There is no DNS server. This is a workgroup. They are using a Linksys router.

Without Netbios over TCP/IP there will be no name resolution. None.
