Interesting OWA question

My organization recently merged with a couple others. Recently some of the new people have been going into options in OWA and clicking on the "download" button for SMIME. In doing this they break their web access and most of the fixes I have researched have not worked. What I would like to do is disable or remove this option from the options page if it's possible. Anybody know if this can be done?

Exchange 2003 Enterprise
hardware is 2 Dell Poweredge 2850s clustered.
Browser for most is IE6 usually patched up but some of the new users may need soem patching.
