Interesting Header puzzle for renaming outbound mail

I've been asked by a friend who heads an organisation which that operates in parts of the world where their activities are considered to be politically sensitive, about an email problem.

They want to send mail to most of their partners, clients etc. with a domain name that easily identifies who they are. However, they also want to send mail to some of their staff, that uses a more bland name that doesn't create a risk for them.

They have tried renaming Outlook accounts etc and remembering who they are sending mail to, but it doesn't work consistently, so they are looking for an automated messaging solution that will re-write the "From" field, to users who are marked sensitive in their Address Book. Of course, sensitivity is a tag that can be set in Outlook, but how to get a mail server to behave differently if it sees that field is set?

Sounds simple, but how to do it? Your help would be appreciated. Many thanks.
