I have a very strange occurance ...

User A has Cable Internet (180KB/s)
User B has Cable Internet (180KB/s)

My Server has a 1,000 KB/s Max Limit

User A goes to download a file it travels at 180 KB/s
User B goes to download the same file it travels at 30 KB/s

Why is User B downloading so slowly? Is there something in my server that is blocking certain packets from him?

I used to be able to download at 180 KB/s from my server and now I can't get above 31KB/s... What the hell (it's not my ISP I can download other stuff fast just not from my own server)? lol

I can have 5 people downloading at 180 KB/s and 2 at 30/KBs so it has nothing to do with TCPWindow or bandwidth choke...
