Interactive Image as Web Part

Hello everyone.

I am trying to add an image to a SharePoint 2007 site. I can easily add the image to a Library, use SharePoint Designer 2007 to add hotspots, and the hotspots open links to various places. I can also use the default mouseover to get the text to be a high level description. All set with that.

What I want to do is have the mouseover, instead of being that default mouseover look, be a particular image. More specifically...

On the attached, what I want is to have a different image appear in the "MouseOver Area" for each of the small white boxes.

For example, I mouse over 1-1, the MouseOver Area displays image1-1.png
I mouse over 2-2, the MouseOver Area displays image2-2.png

The image I have below is a sanitized copy of my actual image.

Any thoughts or suggestions to get what I am trying to accomplish dones? Also, actually clicking on the small white boxes will bring up a different page on the SharePoint, if that adds any complexity.
