Interactive Buttons in FP 2003

Just upgrd to FP 2003 and am using a theme. I do not like any of the link buttons, but when I try to insert an interactive button into the top shared border area (the one that appears on every page), FP says 'cannot insert component at this place in the document'. I would like to use a mouseover button. Any help would be appreciated.
