Not sure if the subject is worded correctly but here is the issue. We have a BCM 400 on 3.6 connected to a PRI. When dialing an external number we have confirmed that you have to enter each successive digit within 5 seconds of each other or the call will "setup", e.g. grab a B channel and dial out. Of course, if I'm slow for some reason, the call does not go through because I have only a partially entered number. We have noted that internal calls allow for a 15 second inter-number delay.

My question, can these timers or "time-out" parameters be changed and if so, where?

Thanks.

Change your dialing timeout - located under Telephony Services, general settings, then click on Dialing Plan. Default timeout is 4 seconds. Maximum is 15 seconds.
