Intel 1000mt and windows 2000 issues

Just a QQ really, i have a client that unfortunatly has to reboot some servers all the time because of memory leaks in some app hes running, On various occasions once rebooted the network cards dont get an IP, ie he cant ping anything nor do they display the ip in ipconfig /all

If he reboots it works, I also tried disabling then reenabling it in windows device manager and this rectifys the issue. they start working

Could them this issue be a faulty network card ? or is it more of a windows driver issue ? its the Intel Dual 1000mt server adadpter
