Integration with HP OpenView

Chris,
As long as OpenView has a true RBDMS or ODBC-accessible database, you should be able to use Cognos tools to derive reports from it. What you need is an OpenView Entity Relational Diagram (ERD) to help you map joins between tables and understand the data structures. You may want to check with HP to see if they can provide this.
