integrating reporting tools with JAVA

I am not too sure if this is the right forum to post this query but this is closest to what I am looking at...

We are trying to develop a reporting tool for a client. Essentially it should be a tool like any standard reporting tool like Actuate or Crystal, but for some reasons client does not want any of such tools directly and wants JAVA as language of development, so we have bene given one of following options

1. Build entire code in in JAVA

2. Use any of the tool, integrate it with java to give additional functionality.

Can anyone comment on these options. What I beileve is first option would be very time consuming
About second option , I am not too sure weather any of tools available in market gives any kind of interface which will allow such integration.

Any suggestions welcome

Crystal Enterprise is a great infrastructure for JAVA reporting, complete with scheduling and instancing.

Add to this a JAVA API.

I believe that Crystal 9 has a JAVA API too, if you don't require the WEB based server approach and higher costs of Crystal Enterprise.
