Insufficient user rights for restore ArcServe 7.0 - Win2K

we have a new installation of ArcServe 7.0 that gives a "user 'X' does not have sufficient rights on 'server X' to perform this transaction" error when attempting to restore. The activity log shows EC=Invalid Parameter, and the error message shows EC=5 (the ms_error_code). The error comes up for the Admin account even with all necessary Win2K user rights granted. Can anyone help with this?
 
Is this Arcserve for Netware?

Where are you trying to restore to? This error would indicate that the user account that you are using does not have rights to the target for the restore.

Are you restoring to the same server? -----------------------------------------------------
