Insufficient rights for Domain Administrator

Logged on as Domain Administrator but any attempt to run Backup Exec (8.6) results in an 'Insufficient rights' and must be backup operator or administrator. The Domain administrator is both of those groups and has all the proper permissions. Anyone have any ideas on solving this issue?

What account does Backup Exec run under? Is it Domain Admin or Local Admin? What about the system you are trying to backup - does the Domain Admin have an account on that system?
