You might try booting to DOS, then loading the server with these switches:
SERVER -NS -NA
This will force startup.ncf and autoexec.ncf to not run. Then you'll have to load the DSK drivers manually and try to mount the volume manually with "MOUNT SYS" command. You could also try running a vrepair on the volume. (The DSK driver commands are located in C:\SERVER.312\STARTUP.NCF for reference)
Unfortunately if you can't get the volume to mount, you're pretty much hosed. Based on the error message, do you have an option of adding more RAM into your server? Or could you put the drive in a different and already running server and see if it will mount there? Did the SYS volume run out of space? How big is the volume and how much space is used. How much RAM in the server?
