You need to set it in Exchange Manager. I forget the exact details right now, but you make a new virtual server entry for it and then you can enable the feature for each user as needed.
What I do know is that the info is actually on the documentation on the exchange CD, that's where I found it. Have a click on the documentation link on the CD autorun menu. (I'll post an actual answer when I get to a server to look)
