do you have any anti virus software running ? sometimes Installshield does not like that
also I found there were issues with Microsoft Outlook (all versions) and MSwheel running (the microsoft mouse driver that controlled the reel of the mouse)

It will also do it if you are trying to install a program written for 2000/XP. I can't find a workaround either.
If clearing your windows temp file doesn't help you might post back the program name and version. Could be something aroound to help with it.
