Installing win98 workstations from an xp server install

I recently installed OOo on an xp server as a network install. When I go to the win98 workstations and try to install using "Setup" from the "Program" folder on the xp server, nothing seems to happen at all. I successfully installed on an xp workstation, but I can't get the win98 computers to install. The hourglass icon shows up for a few seconds, but that's all.
