Installing Veritas 9.0 on Win4.0

I have been trying to install Veritas 9.0 for weeks now. I am getting cannot install symbols. Can someone help me with this error. I have spoke to customer service at Veritas. They told me to clean my box and reinstall everything. At this point, I do not wish to do this. If any one has come across this issue, please let me know how to correct this.

Make sure that you have Sp6 installed & the latest version of the microsoft installer.
