Installing Upfront errors

Hi

I was installing Cognos Upfront Series 7 3 (cer4) and I got this message.
Can anyone help me to find an issue about this message:

The description for Event ID ( 169 ) in Source ( Cognos UpfrontDispatcher (cer4) ) cannot be found. The local computer may not have the necessary registry information or message DLL files to display messages from a remote computer. The following information is part of the event: An error occurred within the specified Upfront request. ; ; ; ; ; ; ; ; ; ; ; ; ; ; ; .

single or multiple server installation?
didi you run the configuration manager? did you check the cer4.csx file?
which webserver do you use?

It is a single server installation and I did run the configuration manager. The web server is IIS.

The other thing to mention was there were no services running (visible).

I called the Cognos phone support and someone checked the configuration manager via webex.

He says that I have to go into configuration manager and select upfront and start it (you can also select the machine name and start it from there as well). Doing this will create the services, and it did.

Now that I have the services running I was good to go.
