Installing siebel 7.7

I am trying to install the siebel Analytics 7.7 on windows and receivig the error
"Language pack was called with incorrect parameters"
"Language pack must be called via the base installer and cannot be executed directly ".
I get this error when i run the setup.exe file.
Can anyone point me in the right direction ?
