If a server already has dual Xeon PIII 500's installed and the client wants to install another pair, do all four CPU's need to be the same stepping code, or will 2 sets of matched pairs work?

Same stepping I think. Don't mix cache sizes either.
 
Yup. Theoretically you can get away with the stepping being out by one or two levels but not worth the hassle when you get intermittent errors that you can't explain.
Even Windows 2000 complains about it in the event log now.
