Installing programs on Linux

Well this is probably a stupid question but I'm new to using Linux. I'm running Fedora Core 2 and I can't figure out how to install additional programs on the system.
I'm trying to install bzip2-102-x86-linux24
What is a command to use to install this?

I tried using the yum install but it says it can't find a package matching bzip2-102-x86-linux24. I have the package downloaded on the PC. What am I doing wrong?

I was in the same folder so this time I did
yum install /home/test/bzip2-102-x86-linux24

the output says,
Finding updated packages
downloading needed headers
cannot find a package matching /home/test/bzip-102-x86-linux24
no actions to take

Not sure what I'm doing wrong.
 
There's no extension on your "package"

do "file /home/test/bzip-102-x86-linux24" and tell us what it says. It may just be an executable.

Here is the output from the command you suggested.

/home/test/bzip-102-x86-linux24:ELF 32-bit LSB executable, Intel 80386, version 1 (SYSV), for GNU/Linux 2.2.5, statically linked, stripped
 
It's an executable, rename it bzip2; chmod +x bzip2 and stick it somewhere in your path.
