Installing Office 2000 - non upgrade

I am trying to install office 2000 on clean installation of Windows 98 OEM. The basic installation seems to go OK, but after rebooting, when the regitries are being altered, I get:

Error 1911. Could not register type library for c:\program files\msoffice\office\filename???

I have used the Microsoft Article Q299608, but no difference noticed. Any Suggestions?
