Installing MSDE 2000 on NT4.0 Server

I have a user trying to install MSDE2000(sp3a) using the setup.exe distributed with MSDE2000 on a machine running Windows NT Server 4.0(sp6a). The user reports the following error shortly after the setup.exe is started:

Error: Microsoft SQL Server Desktop
Engine installation of the Microsoft Distributed Transaction Coordinator package failed.

Any ideas???
