Installing iSCSI drivers - Admin gets 'You do not have permissions...'

I have a new server on which I need to install the iSCSI drivers so I can attach a LUN from our NetApp Filer. We've done this dozens of times on 2003 Servers. This box is 2008 R2 64-bit.

Three users (the sysadmin who built the machine, the lead engineer for these kinds of tasks and me) are all in Domain Admins for the domain where the server lives. Domain Admins is in the Administrators group for the server. Any of us download the right installer from the MS web site and try to run it and I get the message:

'You do not have permissions to update Windows.
Please contact your system administrator.
'

Who is that? Bill Gates? We ARE the administrators, who do WE contact?

Have you tried installing iSCSI support from the Server Management MMC rather than downloading drivers from the web site? Everything that you need for iSCSI should be included in the box with 2008 R2.
