installing internet on my domain

I'm new to 2000 server, but I think this should be easy. I have a small LAN that I want to share internet with, on a USER to USER basis, not to everyone. In the server I have 1 card connected to the LAN and the another is connected to the cable modem.(I tried them in either order, if that matters?) The server is set up as the ONLY domain server. I'm sure I'm setting it up wrong but how should I set it up? All I want is to be able to set users properties to include internet. I think have the rest figured out. Right now they are both set for DHCP but I tried manually setting the IP's to the card going to the the small network. What am I missing, I think it is trying to be a SERVER to both networks insted of a server to my LAN and a client to the internet. Any Ideas?
 
I think you should look for a proxy server solution
There are many free tools to set this up, of if you have the budget, go for MS Proxy 2.0

You need to setup NAT and routing on your server.
