Installing Fonts

Hello,

My OS is Win 98 Sec.
I couldn't install fonts as I couldn't find the menu (Start->Setting->Control Panel->Fonts->Install New Fonts). But there are some computers which have the Install New Fonts menu item.What can cause to this.
