Installing duel CPUs on Dell Server

Using a Dell Poweredge 2400 server running on a single 1.1 ghz p4 cpu I want to add another cpu. I have an identical cpu which once installed results in the server failing to boot up. I simply get a blank screen and thats it. Remove the cpu and everything works again. The extra cpu is fine running perfectly on its own. Can somebody shed some light here please.

Not familiar with Dells, but could there be jumper(s) to alter on the mobo to support the second CPU?
