Installing client via GPO

I have created an Adminpoint using the msiexec /a ica32pkg.msi and I am removing the PN from the install and leaving the Web & PN Agent only. When its pushed to the client the are getting the PN install on first use?

After further testing, If pushed with GPO PN gets installed On First Use but if I double click the same msi the PN is not install at all. which is my intension.

Can anyone tell me if I can get my desired result using a GPO or do I have to manually install the client?
