Installing Cisco ACS - tacacs+

Ok I have a virtual server that I have installed Cisco ACS and I log in with a local admin account. i dont log into the domain. i have configured the ACS server but i am not able authenticate to the server. i see the logs that read auth failed for 'internal error' which is super generic. any thoughts or ideas??
 
1. I don't think that ACS is supported in VMWARE.

2. You cant authenticate to which server? Have you configured the devices?

We also tested ACS 4.2 on the following VMWare platform:

•VMWare ESX server 3.0.0

•RAM—16.0 GB

•Processor—AMD Opteron Dual core

•HDD—300 GB

•Number of Virtual machines—4

•Guest operating system—Windows 2003 Standard Edition

•RAM for each guest operation system—3 GB
 
but...that is not what I am running so what you are saying makes sense to me.
