i have a new blank magazine (MD110), physically i have installed it on existing LIM which already and currently have 3 magazine (mag 0, mag 1 and mag 2). I would like to make my new magazine as magazine 3. My question is what are the compulsory cards (other than ELU28, and ELU 29) or steps that i must have in order my magazine is working other than ELU28, and ELU 29.

LSU is not required for the magazine....
LSU is the Lim switching Unit which handles 1024 timeslots & DSU is the distribution switching Unit which handles 256 Timeslots for the respective magazine....
So In all you will have one LSU in Mag 0 & 4 DSU's In each magazine...
with PU4DC, You need to have REU ( Ringer unit) also...

May by REU is needed may by not.
If in system ( look to mag 0, 1, 2) one REU exist and other PU4DC then REU is connected to PU4DC. And is a cable from one PU4DC to second PU4DC and from this PU4DC to next.
If it is You need this same cable to connect your new PU4DC to existing PU4DC and not new REU is needed
