Installing 16-bit application

I purchased a new computer with Windows XP Professional, and am trying to install a 16-bit Windows application which worked fine under Windows 95 and Windows 98SE. The new computer just goes off into never-never land when I tell it to "run a:setup.exe", where a: is the floppy drive. The computer doesn't actually lock up, but the only thing I can do is to go to task manager and select "end task" to make anything happen.

There must be some special "trick" to get this to work.
 
At the top of this page, click on "Search". In the search field, put "16 bit programs" (without the quotes). You will find many pages referring to this problem.
