Installed rras on Server 4, error 629 on win98 client

Upon Installing rras on server 4, I used my win98 box to test connection. Keep receiving error 629. I have used the knowledge base to take care of all client issues. The error code suggests that the server was not told which ports to "listen on". I used the wizard in the rras connection manager. I cannot figure out what steps I have missed. A few helpful tips would be great!
