Installed a new 2 port WIC and nothing!

I have a cisco 3640 and just added a fourth NM-2W (AKA 2 port WIC module) and there are no lights indicating that it has power. I also have a T-1 CSU/DSU in the card. Any ideas why this would not have power? Any help would be great at this point.

Im runninf IOS 12 but I found the problem today. Bad router.:( I had a spare so all is good now.
