installation program to add desktop icon that links to web page

I don't know if this is the right place to ask.

I want to create an installation program that will add a desktop icon of my choosing that will open Internet Explorer to a website of my choosing. Where should I start?

I have used VB in Access and Excel environments, but I'm not even sure if I have the capability to make free-standing programs in VB.
 
I know how to create an Internet Shortcut, and even how to change the icon that shows on the desktop. I still have 2 issues with that:

1. I can't seem to get rid of that annoying little arrow that indicates it's a shortcut.

2. I still need to make an exe file that will install the link on the installers desktop. I know how to use WinZIP for this, but it seems like I need to specify a distinct folder for installation, and the desktop folder changes depending on the OS.

You have used VBA in those environments

Advance Search this site in your forums using all words for "create shortcut" and you will find several answers to accomplish what you want that may also work in the VBA environment.

If you have VB (not VBA) you can make a copy of the setup project and alter it to accomplish what want also.
