installation problem

I tried unsuccessfully to install dsl on my windows 98 se pc. I then tried installing on my laptop under the exact same conditions and it worked. After trying to fix the problem on the PC it was determined that the modem and network card were communication, but the computer and the modem were not. Someone told me this could me an internet explorer problem. Can anyone help?

I suspect this is a Winsock stack issue.
The linked WinsockFix should sort the issue for a Win98SE machine.
