Installation Oracle entreprise manager

I install oracle 9.2 on windows 2000

I can not use Oracle Entreprise manager. It does not start properly.

I ' ve got a black windows (DOs) and that' s all i have

How can i make it work properly

how are you starting this. through the console?

Also is this a fresh install, or have you installed via add on to an existing db installation?

I launched Oracle entreprise manager from two ways :

=> from the dos console : oemapp console

AND

=> from windows 2000 icone

This is a new installation of Oracle 9.2 (not an add on, or everything else)
